Method. Figures are salary paid, the same basis person_year_delta and the year page’s movers sections use. A mover is excluded from the raises above when their 2021 record was their first year at Infrastructure (a partial year, such as a September hire, that a full second year then dwarfs and misreads as an outsized raise), or when their 2022 record is their very last on the Sunshine List — a partial final year before leaving looks identical to a real change in pay until next year's data confirms it.
