Method. Figures are salary paid, the same basis person_year_delta and the year page’s movers sections use. A mover is excluded from the raises above when their 2024 record was their first year at Town of Whitby (a partial year, such as a September hire, that a full second year then dwarfs and misreads as an outsized raise). This page does not list pay cuts: even the province-wide 2025 Sunshine List omits cuts for its own most recent year, since a partial final year before leaving looks identical to a real cut until next year’s data arrives — that same reasoning applies to every employer, in every year, so cuts are left off this page entirely rather than showing them in some years and not others.
